Two new standard property reporting forms have been issued by the General Services Administration for use by Federal agencies. The purpose of the forms is to create uniformity in the reporting of tangible personal property (equipment and supplies) and real property (facilities), including Federally owned property and property acquired in whole or in part or improved with Federal grants funds.

Personal property reporting forms include Tangible Personal Property Report, Form SF-428; Annual Report, Form SF-428-A; Final Report, Form SF-428-B; Disposition Request/Report, Form SF-428-C; and a Supplemental Sheet, Form SF-428S.

Real property reporting forms include Real Property Status Report (Cover Page), Form SF-429; Attachment A (General Reporting), Form SF-429-A; Attachment B (Request to Acquire, Improve, or Furnish), Form SF-429-B; Attachment C (Disposition or Encumbrance Request), Form SF-429-C. Head Start Facilities Construction, Purchase and Major Renovations

Summary: The Head Start Bureau is proposing to renew, without changes, the information collections activities for the regulations in 45 CFR part 1309. The part contains the administrative requirements applicable to Head Start and Early Head Start grantees, when applying for funding to purchase, renovate or construct Head Start program facilities. The regulations ensure that standard business practices are applied when acquiring real property and that federal interest is preserved in properties acquired with public funds. The regulations further ensure compliance with all other federal statues applicable to the expenditure of federal funds when acquiring real property.

Action Date: Consideration will be given to comments and suggestions submitted within 60 days of this publication.

The Children’s Hospital of Philadelphia to construct Karabots Primary Care Center |

The Children’s Hospital of Philadelphia today breaks ground on the Nicholas and Athena Karabots Primary Care Center at 48th and Market Streets in West Philadelphia. This $30 million, 52,000-square-foot facility will provide top-quality pediatric care and community programs to children and families in the surrounding community.

Established with a $7.5 million gift from Nicholas and Athena Karabots and the Karabots Foundation of Fort Washington, Pa., the new Center will give West Philadelphia families convenient access to standard-setting pediatric healthcare. As a new component of the robust CHOP Care Network, the Karabots Center represents a continuing commitment to medical care by The Children’s Hospital of Philadelphia.

Diminished Head Start to share space at Oak Park’s Hephzibah | News | OakPark.com

The Oak Park Head Start child care program has found a new place to call home. But local early childhood advocates are frustrated that early efforts to relocate the program were unsuccessful and that the final space sharing solution has room for only half of the program’s 68 children.

Hephzibah Children’s Association Executive Director Mary Anne Brown confirmed that Hephzibah and Head Start have entered a partnership, and the program will be kicking off the school year in its new home at Hephzibah’s North Blvd. headquarters sometime in early September.

Groundbreaking planned for new Head Start center; building to open in January

7/13/11

West Central Community Action will break ground Friday for construction of a new Early Childhood Center especially for infants and toddlers of teenage parents.

A reception will be held from 10 to 11 a.m., with the ceremony beginning at 10:30 a.m. next to the current Head Start preschool facility at 765 Madison Ave.

It will be the first time the agency has built a new facility in Council Bluffs, rather than using a former school or preschool building, said Penny Lingle, Head Start director for West Central.

Mille Lacs Band of Ojibwe breaks ground on education center | BrainerdDispatch.com | Brainerd, Minnesota

The Mille Lacs Band of Ojibwe broke ground Wednesday on a  building for its early education department.

The 47,600-square-foot building, which will be located adjacent to the District I Community Center in Onamia, will accommodate approximately 200 students ages newborn to 5 years old.

The new building reflects the growing demand for the Band’s Head Start and Early Head Start programs, which integrate Ojibwe language and cultural instruction into standard curriculum. The program currently serves 117 students in District I, with 70 children on the waiting list.
